The process cannot access the file because it is being used by another process. (Exception from HRESULT: 0x80070020)

Possible Cause:

  • This issue may occur if TCP port 80 is grabbed by a different service.have
  • Possibly occurs when you just enable windows feature IIS for the first time in your PC.
  • Eg: If you have installed skype before turning IIS, skype takes port:80.

Resolution:

  1. Try running below command in cmd prompt to see which process is using port 80.
    •   netstat -aon | find “:80”
  2. If your skype is running, close it and start the IIS. When you restart skype, it picks other port.
